Latest IVF Subsidy Update in Taiwan

To support families and encourage childbirth, Taiwan introduced the “IVF Subsidy 3.0” program starting November 1, 2025. This updated policy significantly increases subsidy amounts and expands support for couples undergoing in vitro fertilization (IVF).


Who Is Eligible for IVF Subsidy 3.0?

Applicants must meet the following requirements:
  • Legally married couples (registered in Taiwan)
  • At least one spouse must be an ROC (Taiwan) citizen
  • Diagnosed with infertility by a certified fertility clinic
  • The wife must be under 45 years old during the treatment year

2026 IVF 3.0 Latest Subsidy Eligibility Requirements

One of the spouses has to be a citizen of ROC Having completed marriage registration at the household registration authority in Taiwan, a legal marital relationship.

Infertility diagnosed by an accredited assisted reproductive technology institution
Recommended to undergo in-vitro fertilization (IVF) assisted reproductive technology treatment.
Wife undergoing the procedure must be under 44 years of age. The subsidy is limited to wives under 45 years old in the current year.

🔍 Subsidy covers: basic tests, ovulation induction, egg retrieval, sperm retrieval, embryo culture, embryo transfer, and freezing (for embryos not transferred during that cycle).
❗ Excludes: long-term embryo storage fees and re-freezing fees after thawing.

Key Rules for IVF Subsidy 3.0

1. Number of Subsidized Cycles Tied to Age

Under 40 years old: up to 6 subsidies
40–44 years old: up to 3 subsidies

📌 Subsidy counts reset by live birth: if the first IVF leads to a live birth, a second or third child can reapply based on age at that time.
📌 Age for subsidy is determined by application date, not treatment start or birthday. The treatment must be completed within 1 year of application.

2. Embryo Transfer Limits by Age

There are age-based limits on the number of embryos that can be transferred:

For women under 38 years old: a maximum of 1 embryo may be transferred per cycle
For women aged 38 to under 45: a maximum of 2 embryos may be transferred per cycle

📌 The relaxed limit on the number of embryos transferred applies to those undergoing embryo transfer starting from April 1, 2026

3. No Subsidy for Women Aged 45 or Older

Applicants must be under 45 years old during the treatment year. If over 45, they are no longer eligible, even if other criteria are met.

How the Subsidy Amount Is Calculated

For women under 40 years old, the subsidy covers up to 6 treatment cycles per child.
For women aged 40 to under 45, the subsidy covers up to 3 treatment cycles per child.

Please note that regardless of which treatment cycle it is for that pregnancy, the applicant must be under 45 years old at the time of application to qualify for the subsidy.

For low-income and lower-middle-income households, the maximum subsidy is NTD 150,000 per cycle.

For general infertile couples: 
First application: up to NTD 150,000. 
Subsequent applications:
Under 39 years old: up to NTD 100,000
39 to under 45 years old: up to NTD 80,000

The actual subsidy amount depends on the specific treatment performed. If the total treatment cost does not reach the maximum subsidy limit, reimbursement will be based on the actual expenses incurred.

Application Process & Subsidy Disbursement


Couples must prepare:
Original & copy of ID cards
Personal seals (chops)
Proof of low-income or lower-middle-income status (if applicable)

The fertility clinic will verify eligibility and submit the application to the Health Promotion Administration (HPA) under the Ministry of Health and Welfare.
💰 Subsidy is usually paid within one month after submission directly by the HPA.
